Is the Japan Rail Pass Worth It in 2026? ¥50,000 vs Fares

The 7-day JR Pass stays ¥50,000 online; agencies charge ¥53,000 for purchases from October 1, 2026. Fares added up for Kyoto, Hiroshima and Hakata loops.

The 7-day Japan Rail Pass (JR Pass) is worth it when your week’s Shinkansen legs reach Hakata (博多, Fukuoka) and come back by rail: that loop costs ¥56,200 in single tickets.[17],[1] A Tokyo–Kyoto–Hiroshima loop adds up to ¥43,460, so it pays off only if your other JR rides that week cost more than ¥6,540.[17],[1] Skip it for Tokyo, Kyoto and Osaka alone. If you buy, buy on the official website: for purchases from October 1, 2026, overseas agencies charge ¥3,000 more for the same 7-day pass.[3]

Key facts

  • Verdict: pays off on a Tokyo–Hakata loop (¥56,200 in single tickets); short on Tokyo–Kyoto–Hiroshima (¥43,460) and on Tokyo–Kyoto–Osaka.[17],[1]
  • Price: ¥50,000 for 7 days (Standard Car, adult) online; ¥53,000 through overseas agencies for purchases from October 1, 2026.[3]
  • Validity: 7, 14 or 21 days, Standard Car or Green Car.[1],[2]
  • Eligibility: foreign passport holders entering as a “Temporary Visitor”.[6],[7]
  • Where to buy: the official online service (JAPAN RAIL PASS Reservation) or an overseas JR-designated agency; the pass itself is picked up in Japan.[12]
  • Nozomi and Mizuho need a separate ¥4,960 ticket for Tokyo–Kyoto.[9],[10]

What does the JR Pass cover, and what does it not?

The JR Group issues the pass and sets its scope. It is valid on all JR Group railways, with some exceptions: Shinkansen (bullet trains) except Nozomi and Mizuho, plus limited express, express, rapid and local trains and the BRT. Tokyo Monorail (東京モノレール) to Haneda is included.[5],[9] That covers the airport trains you are most likely to use, such as JR East’s Narita Express, because they are JR limited express services; how the N’EX compares with the Skyliner and the bus is covered separately.

Local JR Bus lines (with some exceptions) and the JR-West ferry to Miyajima (宮島) are covered. JR Bus express routes and the JR Kyushu Jet Ferry to Busan are not.[5] The Hiroshima to Miyajima route guide shows how the JR ferry compares with the other ways to the island.

What it never covers: subways, private railways and city buses. In Tokyo, Kyoto and Osaka most of your short hops are on those, so you still need an IC card for daily use; which IC card to get is a separate decision. Where a JR train continues onto private track, as on the Nikko, Kinugawa and Odoriko services, you pay for the non-JR section separately, and Gran Class seats need the limited express fee and the Gran Class fee on top.[5]

The NOZOMI MIZUHO Ticket costs ¥4,960 for Tokyo–Kyoto and Tokyo–Shin-Osaka, ¥4,180 for Tokyo–Nagoya, ¥6,500 for Tokyo–Hiroshima and ¥4,960 for Shin-Osaka–Hakata, the same for Green Car, reserved and non-reserved seats.[9],[10] It is sold from one month before the day of boarding at JR reserved-seat ticket machines, Midori-no-madoguchi (みどりの窓口) ticket offices, Travel Service Centers and JR-designated agencies in Japan; JR Central says it cannot be reserved online before you arrive.[9],[10]

How much does it cost, and why are there two prices?

On April 9, 2026 the JR Group announced new prices for passes sold through overseas agencies, effective for purchases on or after October 1, 2026. Before that date the agency price for a 7-day Standard Car adult pass was ¥50,000, the figure set by the previous change on October 1, 2023. The online price did not move: the JR Group says prices on its online purchasing service “remain unchanged for a limited time” and that it will announce the end of the freeze once decided.[3] Treat the online price as the one that can change next.

Pass (adult)Official onlineOverseas agency
Standard Car, 7 days¥50,000¥53,000

Green Car, 14 days¥110,000¥116,000
Green Car, 21 days¥140,000¥147,000

Online, Standard Car passes cost ¥50,000 for 7 days (¥25,000 for a child), ¥80,000 for 14 days and ¥100,000 for 21 days, and Green Car passes ¥70,000, ¥110,000 and ¥140,000.[1],[2] Through agencies the same passes cost ¥53,000 (¥27,000 for a child), ¥84,000 and ¥105,000, and ¥74,000, ¥116,000 and ¥147,000.[1],[2],[3]

Child passes are for ages 6 to 11 at the time of use. If the child is 11 on the day you pay online, or on the day an agency issues the Exchange Order, the child pass stays valid even if they turn 12 before the trip.[1],[2],[3]

Does it pay off for my route?

The pass is a prepaid bundle, so the test is simple: add up the reserved-seat fares you would otherwise buy and compare with ¥50,000. The fares below are smartEX service fares for a reserved ordinary seat in the regular season, as published on April 1, 2025.[17]

Tokyo–Kyoto round trip: no. One way costs ¥13,650 on Hikari and ¥13,970 on Nozomi.[17] The round trip on Hikari totals ¥27,300, little more than half the pass.[17] Adding Kyoto–Osaka and Kyoto–Nara day trips on JR local trains does not close a gap that size. Buy tickets individually; what the Tokyo–Kyoto leg costs without a pass walks through the options.

Tokyo → Kyoto → Hiroshima → Tokyo in 7 days: only if you add more JR rides. These are the three Shinkansen legs at smartEX fares (Hikari, Kodama or Sakura):[17],[1]

LegsmartEX fare
Tokyo → Kyoto¥13,650
Kyoto → Hiroshima¥11,100
Hiroshima → Tokyo¥18,710
Total¥43,460
7-day pass, online¥50,000

The single tickets come to ¥6,540 less than the pass.[17],[1] The pass wins only if the JR trains you take that week besides these three legs, such as airport trains or day trips, cost more than that; price them with the steps below before you decide. If you would ride Nozomi, the pass also needs a NOZOMI MIZUHO Ticket on each Tokyo leg, which widens the gap.[9],[10] The Hiroshima day trip from Kyoto or Osaka lists which Shinkansen to Hiroshima the pass covers and which it does not.

Tokyo → Kyoto → Hiroshima → Hakata → Tokyo: yes. Continuing to Hakata and riding back to Tokyo brings the Shinkansen legs alone to ¥56,200, ¥6,200 more than the pass before any other train.[17],[1] If your loop takes in Hokuriku instead, the Kanazawa guide covers the town on that route and how to reach it.

The 14-day and 21-day passes follow the same logic at ¥80,000 and ¥100,000 online.[1],[2] They pay off when you keep moving every two or three days; they lose when you spend a week in one region, where a JR regional pass may be the better buy. For Kansai with side trips, the Kansai WIDE Area Pass review works out when that regional pass pays off.

How do I check my own route?

  1. Price each Shinkansen leg

Look up every Tokaido, Sanyo and Kyushu Shinkansen leg in the smartEX fare charts, which list all sections and prices. For the Sanyo, Kyushu and Hokuriku Shinkansen and JR West limited expresses, JR West’s Search for Tickets page finds trains by date, train and stations.[18],[25]

  2. Add up the week

Add the legs that fall inside the 7 days the pass would run, including airport trains and day trips on JR.

  3. Compare with the pass

Compare the total with the online price of the 7-day pass, ¥50,000. If the total is lower, buy single tickets or one of the cheaper options below.

Cheaper alternatives to the pass

Pay per trip on smartEX. smartEX is the online booking service for the Tokaido, Sanyo and Kyushu Shinkansen. Membership has no annual fee; you register with a credit card.[18],[19] The single-ticket fares used in the tables above are smartEX fares, so for a Tokyo–Kyoto–Osaka trip this is the baseline to beat.[17]

Book 21 days ahead with EX Hayatoku 21. On the same service, a reserved ordinary seat on a direct Nozomi costs ¥12,430 for Tokyo–Kyoto and ¥15,390 for Tokyo–Hiroshima if you book by 23:30 21 days before travel. It cannot be changed after booking and is not sold for Golden Week, Obon or the New Year holiday. Used on both Tokyo legs of the Hiroshima loop, with a smartEX ticket for Kyoto–Hiroshima, the loop comes to ¥38,920.[20],[21],[17]

Use a JR regional pass for a week in one region. JR West’s 7-day Sanyo-San’in Area Pass costs ¥23,000 and covers the Sanyo Shinkansen between Shin-Osaka and Hakata, Nozomi and Mizuho included, plus the Miyajima Ferry. It does not cover the Tokaido Shinkansen from Tokyo.[22],[23] For Matsue and Izumo, which JR West pass pays off for San’in compares the passes for that trip.

For a Tokyo–Hokuriku–Kansai week, JR West’s 7-day Hokuriku Arch Pass costs ¥35,000 and covers the Hokuriku Shinkansen between Tokyo and Tsuruga, but not the Tokaido or Sanyo Shinkansen.[24] The Hokuriku Arch Pass review checks whether it beats single tickets on that loop.

Who it suits

  • A 7-day loop from Tokyo to Hakata and back by rail
  • Plans with many JR rides beyond the long Shinkansen legs
  • Free reserved seats, bookable before arrival if you buy online
  • Airport trains at both ends (Narita Express, Tokyo Monorail) are covered

Who should skip it

  • Tokyo–Kyoto–Osaka only: individual tickets cost about half
  • Travellers who want Nozomi: a separate ticket on every leg
  • A week in one region: a JR regional pass costs less
  • Daily subway and private-railway use is not covered; you still need an IC card

How do I buy and exchange it?

Buy on the official website if you can; the steps below also cover the agency route.

  1. Buy online, or from an overseas agency10 min

On the official JAPAN RAIL PASS Reservation site you need your passport and a credit card; the site is open from 4:00 to 23:30 Japan time, and one person can buy for up to 6 travelling companions.[12],[4],[11] Agencies sell an Exchange Order instead, at the higher agency price.

  2. Reserve seats before you fly (online purchases only)

Only passes bought on the official website can have reserved seats booked before pick-up.[12],[4],[11] Agency buyers reserve after exchanging.

  3. Get the Temporary Visitor stamp at immigration

Automated gates do not stamp your passport. Use a manned gate or ask an officer for the “Temporary Visitor” stamp or sticker, or you cannot pick up the pass.[6],[7] If you arrive with a Visit Japan Web QR code, how the integrated kiosks and staffed booths handle the stamp explains which lane to take.

  4. Pick up or exchange in Japan15–30 min

Online purchases are collected at a JR-designated ticket office or, in the JR East and JR West areas, at specific reserved-seat ticket machines, with your purchase number and stamped passport, before the start date or during the valid period.[12] An agency Exchange Order must be turned in within three months of issue at a JAPAN RAIL PASS exchange office in a major JR station, from one month before the date of use; the pass type cannot be changed at exchange.[13]

  5. Reserve the remaining seats

Reservations are free at reserved-seat ticket machines (scan the pass, enter your passport details) or at any Midori-no-madoguchi, Travel Service Center or JR-associated agency.[11]

Frequently asked questions

Is there a child price?

Yes. Children aged 6 to 11 at the time of use pay ¥25,000 for the 7-day Standard Car pass online; a child who is 11 on the payment date keeps the child price even if they turn 12 before travelling.[1],[2],[3]

Can I get a refund?

Before the start date, in principle. Online purchases are refunded on the reservation site until 23:30 Japan time the day before the start date, or at the pick-up location after pick-up, with a ¥560 fee per pass. A pass exchanged from an agency Exchange Order is refunded at the exchange offices minus a 10% handling fee; an unused Exchange Order goes back to the agency that sold it.[14],[15],[13] Once you have started using it there is no refund or extension, even for cancelled or delayed trains, and a lost pass is not reissued.[14],[15]

Can I ride Nozomi or Mizuho with the pass?

Only with the [ONLY WITH JAPAN RAIL PASS] NOZOMI MIZUHO Ticket, bought before boarding and shown together with the pass.[5],[9] It is sold at ticket machines and offices in Japan, not online.[9],[10]

Do I need to reserve seats?

No, you can use non-reserved cars on Hikari, Kodama and Sakura. Reservations are free, so reserve for long legs and holiday periods.[11]

Does the pass cover the Narita Express?

Yes. The pass is valid on all JR Group limited express trains, and the Narita Express is a JR East limited express.[5],[9]

Does it replace an IC card?

No. The pass covers JR Group railways and Tokyo Monorail; subways, private railways and city buses are outside it.[5],[9] Carry an IC card for everything that is not JR.
