The Hokkaido Rail Pass pays off when your trip includes at least one long run out of Sapporo, such as Hakodate or Kushiro, plus a few other rides. A Sapporo–Hakodate round trip and the airport train both ways already add up to ¥22,000 on single tickets, the same as the 5-day pass bought in advance.[2],[1] If you stay around Sapporo, Otaru, Furano or Noboribetsu, one of JR Hokkaido’s 4-day area passes costs about half as much.

Key facts

  • Verdict: worth it with one long trip from Sapporo plus the airport train; for Furano or Noboribetsu only, take an area pass.
  • Price: ¥22,000 for 5 days, bought in advance; ¥28,000 for 7 days and ¥37,000 for 10 days.[1] [1] [1]
  • Validity: 5, 7 or 10 consecutive days.[1]
  • Who can use it: any non-Japanese passport holder.[1]
  • Not included: the Hokkaido Shinkansen, the South Hokkaido Railway, streetcars and subways.[1]
  • Where to buy: travel agents outside Japan or JR-EAST Train Reservation for the advance price; JR Hokkaido stations for ¥1,000 more on the 5-day pass.[1] [1]

Is it worth it for my route?

Add up the trains you would take anyway and compare the total with the pass price. All fares below are JR Hokkaido’s own one-way adult prices for limited express trains, which have reserved seats only.[2] [1] Pass prices are the advance prices for adults.

Sapporo to Hakodate and back. The Limited Express Hokuto costs ¥9,770 each way, or ¥19,540 for the round trip.[2] Alone, that is less than the pass. Add the Rapid Airport between New Chitose Airport (新千歳空港) and Sapporo, ¥1,230 each way in a non-reserved seat, and you reach exactly ¥22,000.[2] [2],[1] Any further ride in those five days, such as a trip to Otaru, tips it in favour of the pass. The Hakodate to Sapporo guide compares the Hokuto with the bus on that route.

Sapporo to Kushiro (釧路) and back. The Limited Express Ozora costs ¥10,320 each way; the round trip comes to ¥20,640, which is ¥1,360 under the 5-day pass.[2],[1] Add the airport trains, or a side trip on the way, and the pass comes out ahead.

Two long trips in one week. Round trips to both Hakodate and Kushiro come to ¥40,180 on single tickets, ¥18,180 more than the 5-day pass. If you spread them over a week, the 7-day pass still leaves you ¥12,180 ahead.[2],[1]

What does it cover, and what not?

JR Hokkaido issues the pass. It covers every JR Hokkaido line apart from the Hokkaido Shinkansen, in ordinary-car seats on limited express, rapid and local trains.[1] All JR Hokkaido limited express seats are reserved, so collect a seat ticket, included with the pass, before you board.[1]

Buses are partly included. JR Hokkaido Bus routes in Sapporo and the JR Hokkaido Bus express to Otaru count; intercity buses, temporary buses and other companies’ buses do not.[1],[3]

Not covered:

  • The Hokkaido Shinkansen.[1]
  • The South Hokkaido Railway (道南いさりび鉄道).[1]
  • Streetcars and subways, such as the Sapporo subway and the Hakodate streetcar.[1]
  • The SL Fuyu-no-Shitsugen steam train, which needs an extra reserved seat charge.[1]

If you are coming up from Tokyo by Shinkansen, the Tokyo to Hakodate train-or-plane comparison covers that leg separately.

Hokkaido Rail Pass vs Sapporo-Furano and Sapporo-Noboribetsu Area Passes

JR Hokkaido sells two 4-day passes for the area around Sapporo. They cost about half as much as the 5-day Hokkaido Rail Pass but stop at the edge of their area.

Furano, Biei and Asahikawa. The Sapporo-Furano Area Pass costs ¥11,000 and does not go to Tomamu.[1] JR Hokkaido prices a Sapporo–Furano round trip via Asahikawa at ¥13,520 on regular tickets, so the area pass wins for that loop.[1]

Noboribetsu and Otaru. The Sapporo-Noboribetsu Area Pass costs ¥10,000 and does not go to Toya.[1] Round trips from Sapporo to Noboribetsu and to Otaru cost ¥13,380 on regular tickets.[1] A Noboribetsu round trip on its own costs ¥9,780, just under the pass.[1]

Anywhere further. Hakodate, Kushiro, Abashiri and Wakkanai are not in either area pass’s list.[1] [1] For those, the Hokkaido Rail Pass, valid on all JR Hokkaido lines except the Shinkansen, is the one that works.[1] Only it covers JR Hokkaido buses.[1],[3]

Hokkaido Rail Pass or Japan Rail Pass?

For a trip inside Hokkaido, the nationwide pass is far more expensive: the 7-day Japan Rail Pass costs ¥50,000 online, against ¥28,000 for the 7-day Hokkaido Rail Pass.[5] [1] The Japan Rail Pass only makes sense when the same week also includes long Shinkansen trips on Honshu; the Japan Rail Pass review tests those routes.

Good fit

  • A Sapporo–Hakodate or Sapporo–Kushiro round trip plus a few more rides
  • Two or more long limited express trips in one week
  • Free seat reservations on every JR Hokkaido limited express
  • Standing allowed on the main limited expresses when seats are full

Poor fit

  • A stay limited to Sapporo, Otaru, Furano or Noboribetsu, where a 4-day area pass is cheaper
  • Travel on the Hokkaido Shinkansen to or from Honshu
  • Getting around Sapporo or Hakodate by subway or streetcar
  • Buying at the station, where the 5-day pass costs ¥1,000 more

How do I buy and pick it up?

  1. Buy in advance for the lower price

The advance price applies to an exchange order from a major travel agent outside Japan and to a booking on JR-EAST Train Reservation.[1] Buying at a JR Hokkaido station costs more: ¥23,000 for the 5-day pass.[1]

  2. Collect the pass in Hokkaido

From October 20, 2026, passport-reader ticket machines at Sapporo Station (3 machines, 5:30–23:50; JR-EAST Train Reservation pickups until 23:30) and New Chitose Airport Station (1 machine, 7:00–22:00) sell passes and issue booked ones.[1] They handle JR-EAST Train Reservation bookings and e-ticket Exchange Orders from Nippon Travel Agency issued from that date; paper Exchange Orders and JTRweb e-tickets still go to a staffed counter.[1] Bring the passport of every traveller.[1]

  3. Reserve each limited express seat

Get a seat ticket for every limited express before boarding; seats are reserved only.[1] If a train is full, you can still board the main limited expresses with the pass and stand, except in the Green Car.[1]
