Yes, Hakodate (函館) is worth a winter trip if you come for the evening lights and dress for nights below zero. From December 1 to late February the city’s slopes, Bay Area and Goryokaku fort are lit up,[1] and the Christmas Fantasy tree floats in the harbor for most of December.[4] The trade-off is cold and short days: January averages -2.4 °C,[1],[8] and Mt. Hakodate can only be reached by ropeway or on foot all winter.[2] If you want deep powder and ski slopes rather than city lights, Hakodate is not the place to base yourself.

What is on in Hakodate in winter?
Most of the winter program happens after dark. These are the periods the organisers and the City of Hakodate publish. The city’s own event list still showed last season when it was checked, so this winter’s dates below come from the city’s standing winter page and, for the Christmas Fantasy, from Hokkaido’s official tourism site.

Hakodate Christmas Fantasy
The centrepiece is a giant Christmas tree in the bay in front of the Kanemori Red Brick Warehouse, with fireworks every evening at 18:00 when it is lit again.[4],[5] Admission is free.[4] The 2026 edition runs from December 1 to 25.[4] The organiser had not yet published this year’s lighting hours, so plan around the 18:00 fireworks.

Hakodate Illumination and Goryokaku
The Hakodate Illumination covers the Hachimanzaka and Nijukkenzaka slopes and the streets of the Bay Area, lit every day from 17:00 until 22:00.[1] The city also lists the Hoshi no Yume Illumination for the same December-to-February window.[1] At Goryokaku, the star-shaped fort is lit in the evening from 17:00 to 19:00.[1] Because the tower closes earlier, you will see the star from above only at dusk; the next section on daytime sights has the tower hours.

How cold is Hakodate in December, January and February?
Below freezing on average in January and February, and snowy. Japan Meteorological Agency normals count 25.8 days with snowfall in December, 27.9 in January and 24.6 in February.[8]

| Month | Average | Average maximum | Average minimum |
|---|---|---|---|
| December | -0.1 °C | 3.2 °C | -3.6 °C |
| January | -2.4 °C | 0.9 °C | -6.0 °C |
| February | -1.8 °C | 1.8 °C | -5.7 °C |

The evenings matter most, since the lights and the night view are after dark. The city notes that night temperatures fall below 0 °C in all three winter months and calls thick coats and waterproof boots essential.[1] Motomachi’s slopes are where good soles count; if you are choosing a hotel with luggage in the snow, where to stay in Hakodate compares the flat station side with the hillside areas.
Can I still see the night view from Mt. Hakodate in winter?
Yes, by ropeway, and earlier in the evening than in summer. The mountain road is closed for winter from November 9, 2026 to April 12, 2027; during that time the City of Hakodate lists only the ropeway and hiking as ways up, so the Climbing Bus, taxis, tour buses and cars cannot go.[2]

From October 1, 2026 to April 19, 2027, the ropeway runs from 10:00, with the last ride up at 20:30 and the last ride down at 21:00.[2] The adult fare is ¥1,800 round trip.[3] The operator says hours may change with the weather,[3] and with the road closed there is no other motorised way up that evening. If the night view is the reason for your trip, keep a second evening free.
Timing is easy in winter. Sunset in central Hakodate is at 16:08 on December 1, 16:17 on January 1 and 16:52 on February 1,[9],[10] and the ropeway operator puts the best view about 30 minutes after sunset.[3] That leaves plenty of time before the last ride up, and you can still be down in time for the Christmas Fantasy fireworks or the illuminated slopes. At the summit there is an indoor observation space if the wind is too much outside.[1] For queues, the base station and the congestion forecast, see the Hakodate guide.
What to do in Hakodate in winter by day
Spend the short days on sights that open early and close before dark.

- Goryokaku Tower is open seven days a week from 9:00 to 18:00, last admission 17:50.[6] In winter you see the fort’s star shape under snow from the observation deck.
- The monkeys in Yunokawa. At the Hakodate Tropical Botanical Garden, the monkeys’ hot spring, Saruyama Onsen, opens every year from December 1st to May 5th.[7] From November to March the garden is open from 9:30 to 16:30,[7] so go before the lights come on in town.
- Onuma for snow. The City of Hakodate points visitors to Onuma Quasi National Park for snow-trekking, snowmobiling and skiing,[1] and the Onuma Hakodate Snow and Ice Festival is held at the beginning of February.[1]
Yunokawa Onsen is also where many visitors end a cold day in a bath. If you have tattoos, read the onsen and tattoo rules before you choose a bath.
How many days do I need in winter?
Plan for 1 to 2 nights; stay at least one evening for the night view, and lean towards two nights in winter. One evening goes to Mt. Hakodate, and the second keeps a spare in case the ropeway changes its hours for weather,[3] or gives you the Christmas Fantasy and the illuminated slopes on a separate night. The days are short, so put Onuma or the monkeys in Yunokawa in the daylight hours and keep the evenings for the lights.
What to book early
Before a winter trip to Hakodate
- Your hotel for the Christmas Fantasy period, especially weekends and the nights before December 25.
- Your Shinkansen seats or flight around the year-end holidays.
- Boots with good grip and a thick coat; the evenings are spent outdoors.
- A second evening in Hakodate if the night view is the reason for your trip.
Coming from Tokyo, the Tokyo to Hakodate train or plane comparison weighs the Shinkansen against a flight.
Going on to Sapporo afterwards, Hakodate to Sapporo by train, bus or plane sets out the options.
